Are you a bit confused about the intention of the rate hold filter? Let's clear that up for you. As you are filtering for client results, this filter is designed to separate rates out by their intended close date. For example, a lender's 60 day quick close will have 60 loaded into the rate hold area on their card so that when you put in 120 days it will only filter for results relating to rates setup for a 120 day close. Thus, if you are not intending a quick close you'll avoid that rate.
